Gov. Martin O’Malley has appointed a new director of the Maryland Emergency Management Agency. O’Malley announced the appointment of Kenneth Mallette on Wednesday.

The O’Malley administration says Mallette has more than 35 years of first responder and executive-level management experience in the public and private sector.

He was vice president of preparedness services for Witt Associates, a D.C.-based crisis and risk management firm headed by former FEMA Director James Will.

He also served as chief of the Emergency Management Bureau and Executive Officer in the Homeland Security Branch in New Jersey.

5 charged with selling counterfeit luxury goods

BALTIMORE (AP) — Five people have been charged with conspiring to sell counterfeit handbags, purses, shoes and other luxury goods at a popular Baltimore flea market and other places in and around the city.Flashing bright green contact lenses and bicycle saddles .

Indictments against the five were unsealed Wednesday, following Sunday’s raid on the Patapsco Flea Market by U.S. Immigration and Customs Enforcement agents. Four of the five defendants were arrested on Sunday, while the fifth remains at large.

Commission seeks extension on Md. drilling study

ANNAPOLIS (AP) — Members of a commission studying hydraulic fracturing, a method of natural gas drilling, in western Maryland say they need more time to complete a best practices study.

Commission chairman David Vanko said Wednesday that the group is asking the governor to extend the timeline for the study, which was originally due to Gov. Martin O’Malley and the legislature in August.

Vanko who is a geologist and dean of Towson University’s college of science and mathematics, says he believes the scope of the study is just too wide to finish the work on time. He says a final report could be complete by December.

The commission met last Friday to discuss its next steps after legislation to create a funding mechanism for the study failed in the General Assembly.

4th person arrested in Baltimore beating

BALTIMORE (AP) — Police say they have arrested the fourth person they were looking for in the videotaped beating of a Virginia man on St. Patrick’s Day weekend in Baltimore.

Police say 21-year-old Shatia Baldwin of Baltimore has been charged with armed robbery, theft and first- and second-degree assault. Baldwin was arrested early Wednesday. Police say tips helped them identify four people from the video that went viral.

The three others arrested in the case are 18-year-old Deangelo Carter, 20-year-old Shayona Davis and 21-year-old Aaron Parsons.

The victim told police that he woke up in his hotel room the morning after the attack with a black eye and missing his watch, phone and car keys.
